F 03 error

A co-worker put a tape into this deck and everything locked up. It now gives an F 03 error code and the transport basket is stuck in the loaded position. I tried the basic manual worm gear turn "fix" but this gear won't turn. I found this to be normal, as I tried the manual turn on an exact functional deck and that one won't turn either. I am now trying this venue before I send it off. btw: there was nothing about error codes in the manual or on the Panasonic site.
