JVC Model AV-27280 TV will not turn on. Light flashes as if the timer is set... I have no remote (Dog Attack).

JVC Model AV-27280 TV will go directly to flashing light when plugged in. If I hit the power switch quickly it will turn off. When I turn it back on it goes to the flashing light again. Searching online I get a tip to: "Check/Repair T522(P/N:CE42674-001J1)" as I have neither Owners or Service Manual, I do not know what this tip means. Any help would be appreciated. Stephen
