fluctuation in tape speed

I have a old JVC audio system and the speed in both cassette decks fluctuates randomly. Service said that there is no problem when testing with their control tape. but that tape has 10 minutes not 60 or 90 minutes. Maybe you encountered this problem before and can suggest a solution. Best regards, Dan Cristian P.S. I also want to know if it's possible to upgrade the CD player to read MP3 files on CD.

    Being it's an older audio system, the reels may be belt driven, which if the belts are worn would cause fluctuation. Or the Pinch Rollers themselves that actually pull the tape may be worn.
