Sony KV32V40 Blinking?

This Sony has started to blank? (picture then black, picture then black, I would call it blinking) Ive done some searching and someone who seemed to have the same problem and the diagnosis was "Solder the vertical IC pins. (7 pins IC) (TDA8172)", although Im not sure if that is the same since this only seems to happen whenever the picture is set to any realistic viewing level, if contrast and brightness are turned almost all the way down, it does not lose picture, or blink. THe LED's blink on startup never the same, but its usually around 7-9 times, thanks!!
