Red pulse when screen is black

When the screen is black (like on a DTV channel I do not subscribe to or in the beginning of a movie) I get a red pulsing/flickering. I can see it on every channel, DVD, PS2 and XBox. It did it a while agao and stopped for a while. Now it's doing it again. any ideas?? The TV is 2 years old. Toshiba 51" Theatre-wide HD TV .. Thanx in advance!!
