Inheirited SONY CCD-F401 and need help

The viewfinder rolls horizontally as well as playback like an old tv set. The tape that is in there is a Panasonic HI8 mp. Is this tape compatible with this camera? Could the tape be old or does it sound like a component on the camera is bad? Any help would be greatly appreciated
