If I have a FM radio transmiter, why could I not use portable mini FM stereos instead of full PA/Stereo systems..

Would not each FM radio receiver/stereo unit put out enough volume (200watts+) for large audiences if they are put strategically ? Instead of AMP, wires and High priced self-powered speakers. Will this work ? Make sense ?
