Tape will not play or record in the sony CCD F-401 cam.

My Sony CCD F-401 Handy cam will not play or record. the Actual tape will not rotate when the tape is loaded in the transport. Is there any idea on how get the tape to rotate. Also the warning icon comes on as well as the beeper sounds.
