Cd player error and power error

Everytime I try to open my cd player or play a cd it won't.. it makes this weird noise.. and whenever I turn off my system it won't turn back on.. all the buttons go disabled so I have to keep unplugging the cord and plugging it back in for it to work.. what do I do?
