Not able to unlock the channels.

I have a JVC TV model AV-27CM3. In this TV I can see the channels from 2 to 13, 24 to 28 etc. And remaining channels 14 to 23, 29 to 46 I couldn't see. When I chnage the channel, it jumps directly 13 to 24 or 28 to 47 etc. I didn't understand this, why it is happening. I did the auto programming scanning. While I can see the chnannels set. But I couldn't see. I didn't find anywhere whether the channel has been locked or not? Could you please let me know why I cann't see some channels. Thanks UNA
