My JVC Widescreen television, When turned on stays on standby mood!

My JVC tele has a problem, when u attempt to turn the tele off stanby mood it clicks for around 5 seconds and then turns back into stnaby mood, During the 5 seconds screen stays black and the red light turns from red to green and back to red. Is this something to do wit the tele lifetime or is it an repair? ? please help :S
