AV-S21X1 will not power-up only standby led display

Pls. help me solving the trouble of my tv model av-s21x1 because during power switch only the standby LED display in front of the tv and nothing else, i check the voltage at STR54041 there is a 145 volts then on the horizontal i can get 117 volts but sometime it gone or not permanently could it be posibly the processor IC is defective?
