buttons wont work in start up screen.

The controllers work fin when i play games but when im in the startup screen the only buttons that work are square X and triangle. All the other buttons dont respond. I cant go into the menu for my memory card and i cant change the system configuration... Its really strange. Does anyone know how to fix this? please...
