Door will not open to eject tape nor will it play

Although I have power, the camcorder will not open the door to eject the tape neither will it play. I've taken it to a shop which will repair it for $275, saying it needs a "power regualtor". The camera only cost $400. Is this really worth the repair? Has anyone had problems with this issue?
