PS2 cd rotator problem

I have been taking apart ps2s for a few years, i just brought out a newer model from out of my closet cuz i knew it was broken, now i knew it was the power ribbon cable but i forgot that it wouldnt read disks. Alright heres how it goes.. turn it on go into browser pop in cd and close tray... "reading disk" pops up for about half a second, like it tries but then it says screw it. Now when the ps2 is open without the cd cover on, i noticed that once i opened the cd tray and closed it (with or without a cd) that the laser would go up and down gettin ready to read the disk, and then the cd rotator would make just one rotation... just one burst of speed then dies out... i dont know if its dead or not i mean it still spins. i checked ALL the cables every single bit of em.. anyone know what might be the problem? thanks
