I apologize for the fact that I didn't thoroughly read your second post. The silver data ribbon cable that feeds from the eject/reset button to the motherboard is attached by tape to the top cover. Why it is taped to the top cover I can't answer, but if this ribbon cable is pulled out or damaged, your PS2 will not turn on. Hope this answers your question and good luck.
