Error E02 - UNIT IN SAFEGUARD MODE E02 - REMOVE AND REATTACH BATTERY with a tape within the camcorder

I experienced the same problem as many people here. Could someone fix this problem? I follow the instruction on remove battery and put again but nothing changes, the problem is still there
