I have just had this error when trying to change tapes in my Sony DCR PC120E. The mechanism just seemed to jam. I searched google and found somebody else who had the same problem. The answer is simple. Just remove your battery and then reinsert it. This resets the camera and allows it to work again! This advice has just helped me and my camera is working again now!!! Good luck!
