I want to convert NTSC to PAL

I am now living in England and have tried to convert my analog 8mm NTSC video onto my PC to burn onto DVD in the PAL format. When I do this I get a very juttery picture and lines across the screen when there is even the smallest movements. What is the best way to get rid of this. I have tried to just take the captured NTSC video and burn a NTSC DVD and get the same problems. If I use PAL captured video it seems to work fine either way. I'm sure I'm doing something wrong, but what?
