Time Code Problems

Okay, this may sound retarded but I am trying to figure out in terms of the time code itself (as opposed to the frame rate), what is the difference between 29.97 ndf and 30 frame time code? My teacher says that this is based on simply writing out the the numbers i.e., (00:01:00:00, 00:01:00:01) that make up the two times codes but I am not understanding him. I missed the lecture because I was out sick. Any help would be much appreciated. Its supposed to be a one word answer.
