Sounds like you might have a stuck relay. When you push the power button the tv turns off electronically but the relay is still passing B+. Try tapping the relay when the set refuses to turn off, if it snaps open either replace it or take the cover off it and file the contacts (with the set unplugged!!!!!). Also check the solder joints underneath while you're at it and touch them up if necessary. Good luck.
