My TV is getting some kind of interference that is driving me nuts. Is not affecting by computer, but is affecting my stero.

I have these two lines one at the top the other at the bottom they come and go all hours of the day. I have checked it at 3:00am in the morning when nothing was on but the Tv. When this happens it is only on my TV's and stero. If I get a portable battery radio I get the same interference on it as I do my TV. I can go outside in the yard with the portable battery radio and get the same interfernce. When in quites on the Tv it quites on the battery radio. I think it is some kind of RF interference. 1. Had cable company come out they thought it was an amiphere. Replace that all the wiring under my house ran a new line from pole still have. I had my security company come out check all their equipment no problem. Had an electrian come out could not find anything. Bought a new TV still same problem. I need help it is driving me crazy plus I can't watch TV for very long.
