dual layer break question

determining your break with multiple movie files - should you be as close to the 4.7 gig mark as possible?

If you have a project with several movie files equaling enough info to require a dual layer disc, how would you determine a break point? For instance, your longest file is 6 gigs, and your "perfect" break point happens at the three gig mark - would the extra 1+- gig of free space on layer 1 be filled by data from other files? What would determine the files that end there? Is the better way to make one really long file and then break it over the two layers? What is the proper way of doing a dual layer disc?
