I need to get a digital camcorder for work any ideas ?

I've been entrusted to acquire a top of the line camcorder as they think i know about this sort of thing ,i do video capturing/editing etc but don't know a lot about digi camcorders , if anyone can give me a few hints on models and specs to look out for it would be appreciated. It needs to have a very fast shutter as it will be used filming a production line sometimes with objects passing it at about 30-40 per second , then i need to be able to play it back frame by frame , Money is no object as i'm not paying!
