Capturing from PAL CAM to NTSC Standart

PLEASE HELP (PAL-NTSC)

ok,
I got a PAL Standart Camcorder, and I want to capture it to the computer, edit it, and output it on NTSC Standart.
Is it possible to do that using Premier or Final Cut ?
