Both s-video and composite outs are monochrome

The YUV's still output a color picture but neither the s-video or the composite do. I'm feeding color bars into the ref and have checked both the signal and the cable. I've swapped all the other cables too. Any thoughts what this might be or which board combines the signal for the composit out?
